Measurement Framework for Schooling in Australia

We publish the Measurement Framework for Schooling in Australia, which the Education Council uses as the basis for reporting to the community on progress towards the Melbourne Declaration on Educational Goals for Young Australians.

At its December 2019 meeting, Education Council signed the new Alice Springs (Mparntwe) Education Declaration setting out the national education goals for the next ten years. ACARA will review the Measurement Framework in 2020 to reflect the new declaration.

The measurement framework:

  • details national key performance measures (KPMs) for schooling
  • outlines the annual assessment and reporting cycle and
  • underpins the National Report on Schooling in Australia

The framework also informs the Report on Government Services released by the Productivity Commission on behalf of the Council of Australian Governments (COAG).

What's new in 2019?

  • Parts 1 and 2 of the Framework have been updated to include national policy developments.
  • The schedule has been extended to the years 2019 to 2023.
  • Six KPMs for proficient and highly proficient standards in NAPLAN have been added for reporting from 2021. Implementation is subject to Education Council approval.
  • KPM 1(a), enrolment of 6-15-year-olds as a proportion of the 6-15-year-old population has been removed, while retaining the five-yearly Census measure for this KPM.
  • KPM 1(e) for apparent retention from Year 10 to 12 has been extended from the gap between Indigenous students and all students, to all senior students, including disaggregation by Indigenous status.
